Thailand has 71.7 million inhabitants, of whom around 11.2 million live in the capital Bangkok (2023). Undoubtedly, Thailand is a wonderful holiday country – Bangkok, Pattaya and the island of Phuket are popular tourism centres worldwide. To the traveller, the cities with their impressive and magnificent buildings present the picture of an apparently wealthy country with happy people, but that is only part of a tourism-focused outward image. Sex Tourism, Human Trafficking and Forced Prostitution – The Ugly Face of Thailand

What many people consider a cliché is not one: sex tourism in Thailand. The first reports of prostitution in Thailand date back to the 15th and 17th centuries; during the Japanese occupation and later when the country served as an American military base, prostitution expanded significantly. To this day, prostitution is theoretically illegal in Thailand, but in practice it is tolerated. Bars, clubs, brothels and massage parlours in the tourist hotspots offer sexual services, often also involving minors. The police look the other way and are well paid for doing so. In Germany, forced prostitution is punishable under § 232 of the German Criminal Code (Human Trafficking for the Purpose of Sexual Exploitation):

 

(1) Whoever exploits another person’s predicament or the helplessness associated with their stay in a foreign country to cause them to begin or continue prostitution, or to perform sexual acts through which they are exploited on or in front of the offender or a third person, or to allow such acts to be performed on them by the offender or a third person, shall be punished with imprisonment from six months to ten years. The same penalty shall apply to anyone who causes a person under twenty-one years of age to begin or continue prostitution or to perform the other sexual acts referred to in sentence 1.

 

In Thailand, however, money can also be used to influence the law.

 

In some cases, women and even children engage in prostitution “voluntarily” in order to survive, although the voluntariness of actions carried out under the pressure of existential fear must always be questioned. The money earned through physical services is used for food, clothing and accommodation. Not only pimps, but also families force their own children and street children into prostitution. The children have often run away from home – “voluntary” prostitution as an alternative to being a sexual object under coercion. Nevertheless, the majority of commercial sexual activity must be regarded as forced labour. The women are put under pressure and abused, their families threatened, the money they earn is taken away from them or used to bribe law enforcement officers. Cases of forced prostitution rarely become publicly known; the number of unreported cases is immense. According to estimates, for every official case there are 25–30 undiscovered cases. Many Germans retire to Thailand; for example, around 10,000 German pensioners live in Pattaya – almost a tenth of the town’s population. Accordingly, there is currently (2016) the only German retirement home in Pattaya. With German pension payments, one can live well in the cheap Thailand. Of the roughly 15 million visitors (2010) who come to Thailand annually, few intend to settle there; the usual case is different: when a woman hears that her husband is setting off on a "business trip" to Thailand, she may involuntarily wonder, "Will he remain faithful to me or will he amuse himself there with the cheap prostitutes?" In particular, Pattaya is one of the strongholds of sex tourism, where even harmless travellers are deliberately approached and, one might say, harassed by prostitutes. In such cases, a systematic surveillance of the husband or partner by our private investigators in Thailand is appropriate.

 

Much more dramatic is the situation when – for example after a separation – an ex-partner takes the common child or children to Thailand and perhaps even forces them into prostitution. That is rare in Germany but by no means inconceivable. In Thailand child prostitution is as commonplace as corruption. Thailand, like Sri Lanka, Nepal, Vietnam and other Asian countries known for child and forced prostitution, are United Nations members and thus bound by Article 34 of the UN Convention on the Rights of the Child. For the respective governments this seems to be of secondary importance – not, however, for our detective agency for Thailand.
